A Tahltan protest is underway at Doubleview Capital’s (DBV, TSX-V) Hat Property in the Sheslay District, creating a highly unusual situation where members of the Tahltan Nation are trying to shut down a drilling operation being carried out by their own company – Tahltan Drilling Services – which has a contract with Doubleview.
In effect, the Tahltan are blockading Tahltan – their own people. Strange, indeed, and the timing couldn’t be more interesting as Doubleview has increasingly shown that the Hat Property is an emerging world class Gold-Copper porphyry system in a district that numerous geologists now believe has enormous wealth-creation potential for northwest B.C., and the entire province for that matter, given its minimum 30-km mineralized corridor where multiple deposits could exist.
We’ve yet to hear Doubleview’s side of the story – the stock was halted prior to market open this morning, and the company hasn’t yet released news. But Doubleview, like other Sheslay district players, has a multi-year exploration and drilling permit from the B.C. Ministry of Energy & Mines that was approved with no objections from the Tahltan.
Keep in mind, as well, that the Tahltan have been complicit in a rapid increase in exploration in the district over the last two years through Tahltan Drilling (they have completed all Doubleview drill holes to date) and other Tahltan-related exploration services.
It’s estimated that approximately $10 million has been invested in the Sheslay district by several companies since 2013 (a significant portion of that going into the pockets of the Tahltan). Exploration in the area dates back more than 60 years, and the Tahltan also helped build the Golden Bear mine access road in the late 1980‘s that traverses through part of the region.
In another interesting twist, BMR has learned that the Tahltan’s long-time manager of land management issues, Nalaine Morin (Project Manager for THREAT, a division of the Tahltan Central Council), abruptly resigned just recently (this was actually made known on the Tahltan website).
“I was not aware any action (at the Hat) was going to take place,” Morin told BMR when we reached her by phone this afternoon. She didn’t give specific reasons for her resignation; however, other Tahltan sources we have contacted, who wish to remain anonymous, have stated there are “internal divisions” within the Tahltan over the approach to land management.
So what are investors to make out of all of this?
Money, politics and power are at the heart of what’s occurring here as we stated previously when Tahltan Central Council President Chad Norman Day, leading elders in the protest at the Hat right now, issued an initial letter May 21 directed at Doubleview, Garibaldi Resources (GGI, TSX-V) and Prosper Gold (PGX, TSX-V).
Essentially, as we see it, given increasingly robust drill results from the Hat, Day is using this highly promising and very visible project and the Sheslay district as a whole as a bargaining chip with the provincial government to expedite a broader land management deal covering Tahltan territory in time for fresh Tahltan elections next summer (if you recall, the Taku Nation negotiated a landmark agreement with the government in 2011, and now Day is gunning for something even better).
The question is, has Day overplayed his hand here? Has he thoroughly considered the potential ramifications of his actions, including possible damage to the Tahltan brand, by using one of Canada’s premier exploration hotspots like a pile of casino chips?
Just two mining executives we spoke to this afternoon referred to Day’s strategy as “chaotic” and “very risky.”
The 28 year-old Day, as most 28 year-olds would, is brimming with confidence after recently securing a major agreement with Imperial Metals (III, TSX) on the Red Chris mine, just over 100 km southeast of the Sheslay District.
The Red Chris has also been the subject of Tahltan protests and blockades.
In fact, it would be extremely unusual for any major discovery in British Columbia to get to the mine stage without the kind of First Nations noise we’re now seeing surrounding the Sheslay district.
This is sure to become even more interesting in the days ahead, and how will Doubleview AND the B.C. government respond?

Steven, a few key points and a direct call for action from all BMR readers. FIGHT FOR FARSHAD.
1. Understand that this wouldn’t even be happening if there wasn’t a perception of major value regarding the Hat. Don’t believe for a minute the Tahltan line of “no mining” in the Sheslay district – that’s a negotiating tactic. They’re very good at this. They smell money and opportunity, on different levels and fronts with this.
2. We have to wait until we see news from DBV, but what this appears to be to me is an illegal blockade. The Tahltan are recklessly breaking the law here, and I hope investors stand up to that crap and send a message to the Tahltan by supporting Farshad. Chad Day would love nothing more than to knock DBV’s share price down tomorrow and weaken DBV’s position. So fight for Farshad. He has fought for every shareholder since Day 1. He mortgaged his house to drill those discovery holes in late 2013. He’s on the verge of something huge here, so we encourage our readers to back him up. When your friend is under attack, you don’t stand idly by. Contact the B.C. government as well (we will supply number in the am). Let them know with one simple phone call how ridiculous this is.
3. Can DBV continue to drill? They have every legal right to do so. This could proceed in different ways. There’s also the possibility this may actually encourage a major to step in more quickly than anticipated – they have the capacity to handle these issues much better than a junior, and to them this is par for the course.
4. The B.C. government – where do they stand here? We’re about to find out. They issued the multi-year permit. The Tahltan signed off on the NOW (Notice of Work) – of course Chad Day didn’t mention that in his news release, nor did he mention how much money the Tahltan has taken in by actually supporting a rapid increase in exploration in the district the last 2 years. Their posturing is shameful.
Chad Day is no dummy but he’s 28 years-old. When you’re 28 years old, you think you know everything and that you’re invincible.
So, BMR NATION, is it possible we can rally the troops here? Who’s in? Who’s prepared to be on the right side of justice here and stand up and support Farshad, rather than playing into Chad Day’s hands?

Absolutely, Sam. Folks, everyone needs to see through this – why is it, all of a sudden after hole 23, after almost an entire year of saying nothing about the Hat or the Sheslay district as TCC President, while Tahltan drilling and other service providers were collecting money for exploration work, does Day decide to do this?
And he rushes up to the property, just as holes 24-25 are being drilled, with a gun (for the bears, apparently, but an act of intimidation nonetheless) and puts on a circus. He knows this is big. He worked at Red Chris. He knows he has a huge bargaining chip in his hands. This is happening because of Farshad and Doubleview’s success, not because of any failures on their part. This is an attack on DBV and as far as I’m concerned, an attack on all DBV and Sheslay district shareholders, and a complete misrepresentation of the facts in a news release.
So if you want to let Chad Day get away with this, you know what to do or what not to do.
As shareholders we need to stand up for our interests and stand up for Farshad who has taken the Hat to this level.

This is an illegal act, period, Sam. If I walk down the streets of Vancouver, and commit an illegal act, chances are I will get arrested. There are laws in this province, it’s not supposed to be a third world country. Doubleview has a legal document giving them the full authority to explore and drill at the Hat for a 5-year period, and this was signed off on by the Tahltan. But in mid-stream, as the Hat is showing better promise than ever, Chad Day feels he has the power to change the rules of the game.
Chad Day has some serious questions to answer right now and so far has avoided us because he knows he won’t have satisfactory answers. Give us a call, Chad.

I say the best way to fight back against this Indo-Terrorism is to take one of their bargaining chips away from them by keeping the stock halted for the duration of this action.
Take a look at Orbite technologies who operate in the Gaspe Bay Penninsula of Quebec, this miner had their stock halted for months over allegations certain forces made against the miner that were proven to be baseless.
Their stock ticker is V.ORT
Use this due diligence to help convince Farshad to keep the stock halted, is my two cents worth.
If this stock trades I will not be selling , and will offer my support any way I can.

You show up with a gun (for the bears, of course) to a company’s drill site, which has the legal right to drill, and you directly or indirectly threaten to shut things down because you want to change the rules of the game mid-way thru, the rules you signed off on earlier —– yes, that equates to terrorism, and Chad Day is going to have to answer for this. And to many of his own people. Already one major Tahltan resignation over “internal divisions” with regard to this type of stuff (land management issues). And the fact this lady was willing to talk openly with us and agree to be quoted speaks volumes. Chad Day has stirred up a major hornets’ test and has also put another huge stamp of value on the Hat Project and the Sheslay District.
This all started after hole 23, folks, and the revised model for the Hat that came out from Razique, and the announcement of the 1 km step-out holes. What does that tell you? This is a major power-play and Day is using OUR company – those who are shareholders – as a bargaining chip to force the government’s hand to conclude a land management deal in his favor in time for his re-election next summer. That’s what’s going on here. This is outrageous.

WOW! That’s terrible. I feared this would happen when I read the letter Jon posted a few weeks back. I know the BMR guys tried to put a positive spin on it, but the letter was worded in such a way that the Tahltan opposed drilling in the area. Now, either the Tahltan are dead serious and they want no drilling on the land (which I find hard to believe because DBV has been drilling for a good two years) or they want a bigger piece of the pie (most likely). If I was Farshad, I would keep the stock halted until all this is sorted out… because it will tank hard if he decides to resume trading today or tomorrow. Jon, can Farshad keep the stock halted in this instance or is it against Venture rules? Anyhow, good luck to you guys who hold DBV.

Although very disappointed, I am sure this will get resolved like all the other times it has happened. This confirms that we have something very valuable in the ground and they are using it as a bargaining chip…..DBV has been legally drilling there for years, have provincial permits and have been using the Tahltan drill company manned by their own people since the beginning. The Tahltan don’t have much of a case to stand on!
Think about it……Tahltan natives are the drillers and they see the core coming out. They just decided to do this while drilling h24……..h24 visuals must be very good imo or they wouldn’t be doing this!

Chris, our interpretation of the original May 21 letter gave the facts – how could the Tahltan be “opposed” to drilling in the area when in fact they’ve carried out drilling not only the previous 2 years, but prior to that? The May 21 letter first talked about the “Sheslay River”, and then yesterday’s news release stated the Tahltan “strongly opposes mineral exploration in the area surrounding the Sheslay River.”
What do they mean by that – the “area surrounding the Sheslay River?” Within 1 km of the river? 50 km from the river? Of course the Sheslay River can never be disturbed, it never has been and never will be, but what boundaries are they talking about here?
Did you know there is already a “Sheslay Valley protected area” as part of a government agreement – outside of where these companies are exploring?
No wonder Chad Day’s manager for land management issues resigned…he is running amok, playing games.
See it for what it is – a power-play because there is something of major value with the Hat and the district. Chad Day is posturing and using am important discovery as a bargaining chip with the government, and then he’ll use whatever leverage he can with the companies.
Keep in mind, the Tahltan also kicked up a fuss regarding Red Chris. Then they turned around and signed a deal and bragged about all the economic benefits the Nation is going to receive.
You watch – I bet they are also going to target another key project, Spectrum, as part of their strategy here.

Steve, we need to see what DBV says and also GGI, of course, and how this plays out the next few days. Too early to predict anything at this exact point given the circus that Chad Day has created. The important point to remember, the Hat Project and the district as a whole have more value today than even 2 days ago before this started.
No major discovery in B.C. has gotten to the mine stage without going thru this kind of First Nations noise (unfortunate, but that’s the reality).
In other words, BE GRATEFUL THIS IS HAPPENING BECA– USE IT DEMONSTRATES SOMETHING.

Jon – great video in the series explaining the structure at The Hat . All the more reason to drill hole 24 in A2 at a different angle and much deeper , too bad everything has ground to a halt. First Nations negotiations are what they are , how long they drag on is anybody’s guess . The Tahltan most likely did something similar with Red Chris in order for them to get an amendment agreement . I most certainly would like to hear a response from Farshad Shirvani . After a good working relationship with The Tahltan for years it’s sad to see things come to this.

Jeremy here – While I am mocking Mr Day, I believe that it is accurate. I also believe that any mining project that involves any First Nations in BC will always be risky. I for one will never invest in any company where these extortionists have a short arm of the law on their side.
If I had the money I would sue the band and their leaders and take it to the supreme court.

GGI. Yes, in the short-term Mexico is key for GGI (in light of what is happening with the Sheslay). I am glad GGI is diversified in its activities for this reason. I am sure Sheslay will be resolved with a positive outcome and GGI will be well-positioned to move on it. Don’t see GGI moving on it for a while.

After watching the eAlert video it appears Farshad picked the right spot to drill those first 5 holes , but because he was unaware of the layout of the structure he drilled at the wrong angle and not deep enough . Hole 24 in area A 2 will rectify that..
One of these curve balls that the Tahltan keep throwing is going to get knocked right or of the park and soon.

Got to love those holes in A2 , I would think H 24 would be close to 500m in order to show continued depth with the Lisle zone and H 25 in mineralization . I did a little dance too .

1-The gov’t has no guts and will not interfere with the blockade.
2-This is all about the upcoming election.The chief’s salary could be in the 100s of thousands,and the councillors’just below the 100s.It’s always family faction vs family faction for control each election.Chad Day has probably moved in before the other faction did it first.There is an internal battle going on in the band,imo.
3-This could take months to settle.
4-It will be settled at some point with a % of the profits going to the band.
5-Nobody cares about burial grounds except the dunces in the band with the grade 4 education.
6-Sprott knows this could be a long hard negotiation.
7-DBV will have to allow trading to begin,and the stock will drop to GGI level most likely.
8-Nobody can help Farshad here,his hands have been effectively tied.
9-Investors will be hurting when this begins trading.Good opportunity for those not yet in.
10.All just my opinion,but I have seen the factions thing before.It’s worth a lot of money in salaries and perks to those running the councils.

This is a buying opportunity with mineralization at a good depth now in area A , it proves Dr.Razique’s theories correct.
Once the Indian smoke clears DBV will be on it’s way to proving a plus 2 billion tonne ore deposit . Come on Antofagasta time to come out of hiding.

BC is a mining friendly area. If the BC government doesn’t step in this could affect the future of mining in BC. No majors will want to come to the area. They need to step in now.

It’s very encouraging, Steven, that DBV is in a zone of mineralization at 275 m as reported, though they’re just going on visuals…if you have seen the interview yet with Dr. Razique that we started sending out this morning to eAlert subscribers, the geochemical anomalies increase significantly in strength from the Lisle Zone to Target “A”…and those geochem signatures are coincident with certain important geophysical signatures…the 5 holes drilled in Anomaly “A”in 2013 weren’t drilled deep enough, or at the right angle or azimuth…they weren’t drilled across the trend…at that point, in 2013, little was understood about the Hat system, the geometry of it or the controls on mineralization…all that has changed now…so that was a valuable piece of info this morning that suggests Razique is on track…a major hit in Anomaly “A” would blow this thing wide open…their theory is that “A” (3 sections), “B” and “E” (2 sections) are all connected as a single system, and that would be a world class deposit, no doubt…

Hole 24 similar to hole 25 and possibly a hole 26 to establish minerization of the area most likely to 500m as in the Lisle zone. They will also need to punch more holes in the Lisle zone.
At some point they will place a deep hole as they accumulate more and more information. Knowing there is mineralization in A2 is the proof they need to prove their theories correct. Happy dance not Indian dance.

Jon, then why would Chad Day write, “Our People have been clear that mining in the Sheslay will not be tolerated, and the the Tahltan Nation does not support mineral exploration activities occurring in this area.” May 21, 2015 You posted this letter here. That was a red flag if there ever was one. That being said, I think he just wants a bigger piece of the pie.

Good question, Chris, because he has absolutely NO basis for that. None whatsoever. He cannot show any evidence to back that statement up, and all the evidence actually points to the contrary. The Tahltan has a long history in the Sheslay region related to exploration, and the Tahltan have been complicit in the ramping up of Sheslay exploration since 2013. A total misrepresentation by Chad Day to fit his agenda here. We are now hearing reports, within the last couple of hours, that next on his list is the Spectrum high-grade Gold project – about 75 km SE of Sheslay…there appears to be a clear strategy by the Tahltan to immediately turn up the heat on the B.C. government, so we now anticipate this is going to go directly to the level of the Minister of Mines and the Premier. If the Tahltan stage a blockade of the Spectrum Project, this whole thing is going to go viral…people selling their shares this morning because they think the Tahltan doesn’t support mining in the Sheslay region are being hoodwinked…this is a political power-play, and an illegal one at that, and it’s because of the value in the ground…this has serious potential to develop into a national story…

Value or no value,this could last weeks.Imo,anyone buying now is overpaying by possibly .03-.05.Is the gov’t in summer vacation mode?Very important factor to the timeline of any talks.The natives don’t care as outside of the money,they hate the mining.And who wouldn’t be in that boat that lives in the area of any mining?
This is an internal war,imo,between factions in the band for control,so the actual agreement is an election issue.Don’t get enough and you’re out along with your hefty salary.Get a ton and you’re back in.

It would seem that another one of my high risk investments is entering the crapper. First it was GBB that looked so promising but now faces a share rollback and still no C of A. And now I’m down large with DBV likely facing a work stoppage that IMO could take years to resolve. As annoying as it is that the Tahltan are against the exploration on their land, it pains me that this issue was never made public until now. Would I have purchased this stock? Not even with your money!

Ted, open your eyes…what do you not understand here?
There is NO record of the Tahltan being “against exploration” in the Sheslay district for DECADES until May 21, 2015, when Chad Day suddenly issued a letter. They actively participated in the ramping up of exploration in the district since 2013 with Tahltan Drilling Services and other Tahltan-related exploration services companies. They never opposed the exploration and drilling permits issued by the B.C. government.
The Tahltan also helped build the Golden Bear mine access road (about 160 km) in the late 1980’s that traverses through a good part of the Sheslay district and also includes a bridge over the Sheslay River, leading to the past-producing Golden Bear mine. Tahltan also managed the maintenance of that access road.
The now infamous letter came after hole 23 and just before DBV was about to begin fresh drilling with hole 24. This is Chad Day on a politically driven mission to use the success of this project at a critical time as a bargaining chip for immediate leverage with the provincial government, for starters. He takes several of his more militant elders with him to the Hat – some of those particular elders no doubt are opposed to mining even at RED CHRIS.
Chad Day’s own strategy vs. the provincial government costs him his long-time project manager for land management issues, who resigns after 10 years on the job.
Certain elders and other Tahltan are furious with Chad Day over this “embarrassing” blockade.
Those are the facts, and we are working on some “bombshells” that further demonstrate what this is all about, and undermine Chad Day’s credibility.
You can’t have one without the other – by that, I mean, you cannot have major exploration success in Tahltan territory without political posturing of some sort.
There were Tahltan blockades and protests over Red Chris – now the Tahltan are touting an “historic” deal with a mining company (Imperial Metals) for production at Red Chris.
So if you’re happy about DBV or GGI having success in the region, why are you surprised or upset or fearful that this is happening? You should be relieved!
If the Tahltan were ignoring the district, that might certainly be reason to be concerned as an investor.
Mark my words – if Chad Day survives this risky stunt, he will ultimately completely reverse his current position.
This is merely confirmation that DBV is onto something big and that the Sheslay district is indeed the emerging world class area we believed all along it was.
Now, watch for a potential blockade at the Spectrum Project as this Chad Day show of force with the government continues.
